Nuget, How to change localization

Please, help with TimeSpanPicker localization.
I've installed Toolkit-Controls with the NuGet Manager.
Then in my project I switched different languages: Russian, German, French.
And I included this code in the MainPage (took it from source code):
    // Constructor
    public MainPage()
    {
        InitializeComponent();

        // Sample code to localize the ApplicationBar
        //BuildLocalizedApplicationBar();

      Thread.CurrentThread.CurrentCulture = new System.Globalization.CultureInfo("de-DE");
      Thread.CurrentThread.CurrentUICulture = new System.Globalization.CultureInfo("de-DE");
    }
But language doesn't switch.

Also the TimeSpanPicker doesn't change DialogTitle, when I try to change localization in the source code.
Maybe, Text="{Binding Source={StaticResource TimeSpanPickerResources}, Path=TimeSpanPickerTitle},
but navPage.DialogTitle = DialogTitle in the ValuePickerBase removes binding.
